Do you maybe have another 3rd party Antivirus installed that could be blocking the game?

@Tylerr_Sama, in that case, have you tried a clean boot of your PC to see if you get the same error?
If that didn't launch the game either, I would like to check a DxDiag if possible, as there could be other underlying issues as well.
