I'm having the same issue. It's been happening for several weeks now. Occasionally it will let me join a game but 90% of the time, this issue occurs.

Since the new patch I am having this problem. If I try to start single player, it goes back to menu. If I host a game on portal, i might be able to play for up to 3 minutes at best. Been trying for 2 days now. I did verify the file integrity with steam. Not sure what else to try... the game is way more broken than it was. Before my main complaint was that you could not aim your weapon half the time (which happens after exiting a vehicle)...
