Shouldn't matter, even solo you should (if I remember correctly) level it all the way up.

In solo, you can unlock all attachments and make it to halfway between tier 3 and 2. It isn't clear if they are trying to get to Tier 2 and then Tier 1 in solo, or if it is just unlocking attachments.
