It's literally already been answered in the OP. But, since I am typing anyway, tried turning off cross play and literally cannot find a match. Turn cross play back on and loads me into matches with lag. And to the people that seem to think lag is only an issue that exists between a console and a modem, you're wrong. Lag can come from the hosting server configuration and in this case does because I am not noob level 1 at this, I can play other games just fine. My best guess is that BF doesn't have enough North American servers or tries to connect us to one of the few servers they have and because of distance and/or poor server performance, we end up with laggy crap game play.
