A couple weeks ago, I posted on this thread in response to this bug - I had a few specialists, vehicles, and weapons that appeared to be "stuck" as the UI progress bars and mastery levels indicated that I should had unlocked certain rewards and attachments by that point.

Since then, I've found that at least part of this issue isn't as "stuck" as I originally thought. In the case of the struck specialists and vehicles, I found that if I continued to earn "points" (whatever action associated with that reward was), eventually the missing rewards would unlock. The best I can tell, it appears that the menu UI isn't accurate in regards to how many "points" are actually needed to unlock mastery levels and their corresponding rewards. In some cases, I didn't need to level to the next mastery milestone - it appeared that the counter was off by a couple dozen points. In other cases, I did need to hit the next mastery milestone, at which point I unlocked both that level's rewards, plus those that had been previously locked.

However, there remains to be a problem with some of the weapons. In my case, the best example is the G57 sidearm. I have leveled it up to Mastery 10, where most of its attachments should be unlocked. Unfortunately, they are still locked, and no amount of use or leveling appears to remedy it. It appears there are other weapons effected by a similar version of this bug. 

At the very least, I hope this helps folks get their specialist and vehicle progressions back on-track. 

PS: Don't forget that you can reach Mastery 12 in the Co-Op vs. AI game mode. This is by far the best way to level your weapons, vehicles, or specialists.
