Did you go into OPTION / Mouse and Keyboard / ON FOOT / Edit Key bindings / MOVEMENT / UNBIND everything on LOOK UP / DOWN and then rebind them by clicking on the bind in mouse section and drag the mouse up if binding the mouse LOOK UP.
Weird, it all worked for me after i did this...
