Many people have had this issue with many games. It's typically a networking issue on the users end. Poor routers messing up the traffic etc. Some can fix it by modifying their local network setup, like toggling UPNP and setting up static IP addresses for the computers in question or even buying a better router. DNS can sometimes work. VPN for one of the clients might also work.
