Could you maybe share a screenshot of the completed unlock criteria?
Have you also tried to complete a round in an official Community Created Portal server or Solo/Co-op match to see if that triggers the unlock for you?
I have completed a few matches of solo and multiplayer since reaching the unlock criteria but it never triggered.

Community Manager@Wraggfreak79, I am sorry to hear that. Unfortunately, we are unable to assist with this issue here via the forums, Live Support is the only way to get assistance with this. I would recommend giving it another try.
Problem solved, I received zain from an offer and now he is unlocked.
Log in before April 4th and you should receive zain if he is locked.
