This is by far the worst problem in the game, it's absolutely game breaking.

It usually happens when "TN" in the network graphics starts fluctuating and gets up to 22.

When it happens everything feels like glue, it affects everything from moving to shooting to jumping/sliding, it's also especially visible when driving vehicles.

As you can see in the video, when it happens there are no latency/performance notification except the spike in "TN" in the network graphs.
