Vehicle respawn penalty applied without using or spawning vehicles

Summarize your bug Spawning in a vehicle fails, dumps back to deploy screen, and next respawn gets vehicle timer on all classes
How often does the bug occur? Rarely (0% - 9%)
Steps: How can we find the bug ourselves? Maybe lots of simultaneous attempts to get into a vehicle as it becomes available?
What happens when the bug occurs? The vehicle spawn cooldown is incorrectly applied, should not be applied at all, but applies to all vehicles, and does not begin until the next death.
What should be happening instead? No respawn penalty as no vehicle was spawned or entered.
When vehicles become available and I click one to select it, sometimes the game will act like I got it, then drop back to the deploy selection screen, seeming to me like maybe there was a delay and someone else actually got it first.. no problem.. until the next respawn, and then a full 1:45 or however long cooldown gets applied to ALL vehicle classes even though I never spawned or even got into a vehicle. This has happened to me several times trying to get helicopters.
