FIX
I logged in and played with the weapon in question in a PvP game mode. Upon reaching a new mastery rank, all of the gear attached to previous mastery ranks finally unlocked.

Summarize your bug I’m unable to unlock attachments for far as I can tell only the SVK rifle. I’ve completed all required kills/mastery levels needed for the attachments but they remain grayed out with a padlock icon on them. I tried restarting the game and even reinstalled the game but nothing works. I installed the new patch the day it was released.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Maybe try and unlock attachments for the SVK rifle? I don’t know if it happens to everyone or not.
What happens when the bug occurs? Even though I’ve completed all required steps no attachments unlock for the SVK rifle.
What should be happening instead? The attachments should unlock once I complete the required steps.
