60hz Beta, Vs 120hz at launch

I have FTTP with  14ms ping, my frames don't go below 190, from my experience in the beta, if the servers are not 120hz at launch im going to request a refund on my pre order. 
if it takes 4-6 bullets to kill some one with a AR or SM on average, but i have to shoot 15-25 bullets per kill to register on the server, barely on occasions i can get 3 kills with one clip, its clear 60hz servers are inefficient.
