It's because servers don't have a rotation, and you're just joining a new match with a new set of players.
I believe that in the future, servers will have a rotation, and you'll just be playing on the same server, just with different maps.
Hopefully so I’ve played conquest seven times and I have not once gotten the map set in Malta once.
