Battlefield (all out warfare) has never been a milsim. You will get to play hardcore games when portal becomes available.
Balance is more important than realism in a game like battlefield.
Also, you are cherry-picking here. What about health regen, reviving and so on? What about explosions and area of effect. Realism has to be applied case-specifically, taking balance into consideration.
A longer TTK increases the skill ceiling because it requires better recoil control, especially at range. Also forces players to carefully choose their firing mode and makes campers less of an issue because you get a chance to fight back.
