Open Weapons = Any class can use any gun (AR, SMG, LMG, Sniper, etc.)
Closed Weapons = Some weapons are locked to a specific class (AR -> Assault, LMG -> Support, SMG -> Engineer, Sniper -> Recon)
I believe that the weapons a class uses makes their role more important when it comes to team-play. For example, Support using their shield, medbag, and mounting an LMG to lockdown an area is a very niche, but useful strategy. SMGs compliment an engineer that is repairing a tank, making it easier for them to defend against infantry and C4 bombers.

Actually it's totaly open and for my part i prefered closed weapons.
