Had the same issue but what makes worst is that unlike grenades or other explosives c4 have a short range, take time to deploy and detonate (2 separate actions) not to mention you leave your self wide open.
I'm not saying it needs a super buff but is should be able to kill at least 1 player if it blows up on their face
