Basically all the explosives are weak in this game, RPGs, C4, Grenade Launcher, even Tank shells and other vehicles. Like you said unless you get a direct hit with any of these it will not kill. The explosion part barely does any damage. I've shot tank shells next to infantry's feet and it does 20-60 damage. That should be a kill every time.
