RE: your ground vehicle steering issue, I believe this is a settings issue. My brother had the same issue, and we found the issue was that instead of "Turn Left" and "Turn Right" being bound, "Move left" and "Move Right" were bound.
He had selected the option for "BF4 Controls" for vehicles. I suspect it to be an issue with EA's default bindings for this setting.
