RPGs and Grenade lacks sufficient infantry damage?

I think all explosives might need increased dmg and splash dmg.  I tried to breach a base with c4 and I cought 2 players but they survived 1 charge of c4 at point blank ( charge was still on the air). Is these a glitch or are explosives really this weak.

I usually set up traps with 2 to 4 charges so I didn't realize it ( i asummed that my timing was wrong) during the first play test but this could be a real problem since there is a huge following of players that gun and run.

Has anyone experienced this
