[Suggestion] Fix/Improve Spotting

When ADS, the auto highlight of infantry is too aggressive and works at far away distances

First , limit the distance where the auto highlight occurs based on equipped scope, the higher the magnification the further auto highlight cand occur

Second, do not allow auto highlight to occur on prone soldiers that are not moving. Add either a sniper  perk or a 4x+ scope feature that allows to auto highlight prone soldiers
