Yes - however last weekend was good, shots landed where they should but this weekend is a mess. I remember we had similar issues with bf2042.
I'd say in 1 out of 5 matches the hitreg is even for all players. I just had a match where I noticed people shooting at me but not receiving much damage so it was the other way around.
Issues we didn't have with dedicated servers...
I don't know the technical details but I imagine they run x amount of matches on a single box and naturally not every process/container/instance get's the same priority for when each package arrives and is being processed. Physical limits still apply and I think they're just trying out how far their infrastructure can be pushed before people notice issues...
