MattakaStealtH The CPU is maxed and only getting around 30 or 40 frames per second. You need over 60 frames per second for the game to play smoothly and keep up with network traffic.

My 3700x is literally the recommended spec so it should be running this game perfectly fine. Even when I drop down to low settings I still have the issue. Is there a way to reduce the cpu load? Showing 90% usage in game on task manager so it is not being maxed or anything.

I'm not sure why the CPU usage is so high. The CPU framerate is red in the top right corner of the YouTube video because it's below 60fps.
Some of the CPU cores appear to be maxing out at 100% usage. To check if there are any CPU cores hitting 100% usage, open the Windows Task Manager CPU graph.
- Run the game in windowed mode (alt + enter)
Open Task Manager (alt + ctrl + del) - Open the Performance tab, then right-click on the CPU graph and choose "Change graph to > Logical processors".
- Set Task Manager to 'always on top' by clicking option
Now you can play the game and monitor per core CPU usage. If any CPU core hits 100% usage the game will stutter.
Also check if the CPU frequency is slowing down in Windows Task Manager.

Ran a game of conquest on low had some cores maxing out during gameplay less sliding around and full warping like the video. The Circle x arrow was there for the majority of the game as well, not as many triple boxes but definitely saw some.
- Run the game in windowed mode (alt + enter)
