FPS drops every 1-2 Minutes - CPU Usage Drops

CPU Specs:

GPU : RTX 4070ti

Every 1-2 Minutes the CPU usage drops from around 80% to 15% causing my FPS to go from 220+ down to around 10/20.

The drops in the CPU usage, is exactly when my FPS hits 10-25fps, and huge slowmo/stuttering.

I have tried:

 uninstalling drivers and reinstalling drivers

Verifying game files on steam

Different graphics options

disabling DLSS

disabling Frame Generation
