Classe abilities still bugged

last month my classe abilities loading speed was super low. 

Now it is super fast and has literaly no CD  , 

i have exemple where it  its made tanks unkilable for exemple, 

the class abilites are not even working , as medic for exemple the resurection rate is unchanged despite during the abilities
