Console v PC OCE Region issues and/or smaller regions

Vince promised dedicated servers for smaller markets - let's hope DICE honours his memory.

While they are at it, combining Xbox and PS5 lobbies would also help reduce the number of servers they need to spin up, and reduce the number of bots per match.
