Frequent bots in matchmaking

There is a striking frequency with which I am encountering matches that have a high percentage of bots. I don't want to play against bots! So I quit the match and then matchmake again and then I get put into another match, and again its full of bots.. like.. if there enough people playing that they can fill up servers why are there all these half full servers with the rest of the players as bots??? 

I know I'm not the only person with this gripe and it's starting to wear on me and make me not wanna play the game anymore. 

The game really needs a server browser or a tweak to matchmaking to prioritize getting people into matches that are mostly PEOPLE

FIX it please - if you fix it heck I might even buy a couple skins. But that ain't happening if I'm playing with bots cuz who cares if a bot sees my skin?
