Is This Cheating?

Today myself and a friend played RedSec Quads.  Toward the end, we were down and observing our lone surviving teammate, who was doing quite well.  He was in the junkyard toward the south end of the map.  As he was being surrounded, he reached out to the weapons cache that is there.

IT OPENED INSTANTLY.  He hadn't done a mission.  He didn't have to wait the 8-10 seconds for it to respond, it just opened.  And inside there was a rainbow of blue and purple guns.  A bonanza.  I know nothing of this.  Every weapon I've ever seen in a cache was green.

What is this?
