So I downloaded the File and there is definitely a Active Ban on the account.
From what i can see the Ban was Issued for Apex in 2023-10-27.
I don't know what to do about this now tho
Since the banned EA account can't be unlinked from the Xbox account. The only option left is to create a new Xbox account.
May I only add (and please do correct me if I'm wrong): as the EA account is confirmed banned then a new EA account is to be created. The user may still use their Xbox account they have now—and link it thereafter to the new EA account.
The OP's EA account can't be unlinked in EA account settings because it's banned. It's permanently linked to the Xbox account and is preventing other EA accounts being linked.
If the EA account wasn't banned then yes, it could be unlinked and a different EA account could be linked to the Xbox account. Provided the EA account has never been linked to a different Xbox account in the past.
It's confusing and I'm pretty sure EA created all these restrictions to prevent game sharing.

I Cant accept the fact that someone can hijack your Xbox account link it to their EA account then you cant unlink the Xbox account so stupid.
I just check aswell Xbox gamepass doesnt have Apex Legends on the App so the ban thats on this account would not even cause a problem with the account being unlinked.From the EA data that i downloaded looks like the account has not played any other games besides Apex
