No defense against it, once ur painted in the area.. you're basically toast... nerf it or remove it.

Flares need to be nerfed before the only 50/50 chance of downing an aircraft is changed.
Anti-air weaponry as it stands have a near zero chance of downing an aircraft and rely solely on the pilot making a mistake.
