There are persistent servers. If you go to the community server browser, you will see that BattleFieldOfficial has 16 experiences published, the majority of them are official servers (regarding verified-mode with full XP and unlock progression), and there are hundreds of servers available worldwide, as people host and re-host them. Additionally, there are many people, groups, and clans who have also created their own verified-mode servers which behave like any other official server.
Unfortunately, it may be that in your part of the world, not many others are hosting or joining official persistent servers, so you may have less options than others. If you can't convince other people in your part of the world to rely on something other than matchmaking, you are kind of stuck with what the crowd is doing. And the crowd in general is dwindling every day.
If you need help using the server browser to find verified-mode official servers, instead of all the other garbage, let me know.
