Portal setup with no minimum to start?

Is there no way to setup a server so that no minimum is required to start game? I picked Mirak and set Human Players Per Team to 1, cause it won't let me pick 0. But when i go to get into game it sh...

Exactly, The idea is great, but it should let us start the match even if nobody joined
