I think permanent hardware bans are sufficient punishment. That way each time they get caught cheating they'll need to buy a new computer or console.
No doubt cheaters will try selling their banned hardware to unsuspecting buyers once they've been banned.
The bigger issue is actually catching the cheaters and detecting hardware ID spoofing.
That's why I prefer to play on console with PC crossplay turned off. It's much harder to cheat and spoof hardware IDs on console.
