Why can't we customize servers?

I have now re-opened my Hardcore server, and i can't say i am very impressed by the options we get when we try to customize it?

Alrdy from the gekko, people can take WAY 2 many bullets on HC mode, and there is no options to decrease player-health? Also there is an option to put on 3rd person Vehicles, but as soon as i press the HC butten it all get grayed out?

If we cant customize the servers the way we want you might as well just remove the options to customize as a whole, this is just beyond stupid.
