You can fix 100% CPU usage in one way , and that is by changing the power mode in Windows from High Performance to Balanced :) It's simple and there is no change in FPS. Temperatures from 90 degrees Celsius to approx. 60 degrees Celsius and processor utilization from 99% to approx. 50%-70% depending on what is happening in the game
