I have the same issues as you. Had this since the beta and I still havent found a fix for it. Its very irritating.
i've found a temporary solution; uninstalling the HD texture packs sorta fixed it for me. i've also heard that installing the game on an ssd can solve the issue, but i'm not able to test that right now.
