That message appears to relate to a ban, I'm afraid. If that is the case, you'll need to try appealing to EA's Terms of Service team, as they're the only people who can potentially revoke a ban. If you wanted to try, the guide below should explain the process and a webform to begin the appeal. Alternatively, you can scan the QR code in the message you're receiving.

It is not a ban.. I have it too. I play it on PS5 fine and have the full version of BF6. But trying to play RedSec on the Laptop worked once but now it says my Account is Restricted too. I'm not banned. I spoke to EA and they said they were aware of it and sent me here where you guys are all having a similiar issue.
