Graphical issues. Screen flashing red

I have been running into this graphical glitch since Beta where red dots flash on my screen (its a lot worse around smoke and cloud affects), was hoping the release would resolve it but no luck. I have tried lowering my graphical settings from Ultra to Low and trying everything in between with no luck. Anyone else run into this issue and find a resolution, or any suggestions on fixes.
