I've been able to play the game for some time today, but I have noticed I haven't received anything else in the "Phantom Package" that I thought I was purchasing. No skins, no extra weapons, and definitely no grade upgrade as I'm still a private.

Happened to me too. A total scam.
I received the PhantomPackage, but I have not received the XP boosts and battlepass that they said they were giving to people that could not play at launch. I was unable to play multiplayer, campaign, or training until well after 5 hours of trying repair, change language etc... And I am unable to report, or contact EA. I am refereed by misunderstanding AI to go to community forums
