You are not alone. I've updated just about everything I can think of, upgraded my internet/modem, set custom RAM timings, and still I get 10-20 ms of Latency Variation and 8-20 ms of Time Nudge.
I've noticed this issue with other games, so I wonder if it is Windows related somewhere.
