Random Stutter All of a Sudden

I have a 7800x3d and 5070ti, everythings been fine for the most part but as of a day or two ago I'm getting this random, absolute split second micro stutter. I've tried all the fixed online, putting it to all low to test with ultra performance dlss, and it still occurs. Posted a picture of the moment it happens with the advanced statistics.
