Keelius_1 thank you for posting the screenshots, they're very helpful.
The DDR4 memory is in single channel mode, instead of dual channel mode. This is limiting CPU performance and is most likely causing framerate drops below 60fps.
XMP for DDR4 memory also doesn't appear to be enabled in the motherboard BIOS settings. The DDR4 memory is only running at 1064.1MHz which is actually 2128.2MHz due to the way DDR4 speeds are calculated.
1064.1 x 2 = 2128.2MHz
In HWiNFO we can see the memory stick has an XMP memory overclock profile for 1600MHz which is 3200MHz when multiplied by 2. Enable XMP in motherboard BIOS so the memory stick runs at 3200MHz instead of 2128.2MHz.
In order to get the CPU running at full speed you'll need two sticks of memory plugged into the motherboard to enable dual channel memory mode.
If you end up buying two new sticks of DDR4 memory I'd make sure they're at least 3200MHz with XMP support. Just make sure you have two memory sticks plugged into the motherboard. Don't have 3 sticks plugged in because that's not dual channel.
You can see if the memory you're interested in buying has been tested on your motherboard in the link below. Just select 12th gen as your CPU and search the supported memory list for the part number of the memory you're looking to buy.

Refer to page 27 of the motherboard user manual for proper memory stick placement on the motherboard. The manual says to use memory slots A2 and B2 for dual channel mode.
