Text to speech is enabled and I can't disable it?

I just installed and opened the game for the first time and text to speech is giving me a headache I searched in the settings and online but can't find anything to turn it off. I tried to open profsave_file to edit it there but it is on 0 like it is supposed to be? I hope someone can help me
