Unlocked deploy beacon, can't get it.

I am level 35. Done all I should to unlock the beacon, have restarted several times yet I cannot use it, it sends me to the challenge list, yet it shows that I have it finished there.

Started months ago when I had a motherboard problem that I had the board sent back and repaired. After that was done the game never loaded again, it would load and progress through the splash screen...
