XP Not Gained on a Verified Server in Portal

As a hardcore player I believe 60% Health Points is not a genuine hardcore experience. I created a Verified Experience in portal so I could create a version of Hardcore that makes sense. I was under the impression that verified servers gained full progression. When I went in game to create this experience it did not reflect full XP gain. This is a big L for the portal community. I have no idea who the appropriate department is to reach out to, if anyone knows I would appreciate the help.

Since I just published the experiences does it take some time before it is awarded full XP?
