100% CPU Usage - 40% GPU USAGE
My Setup is CPU - İ5 6500 RAM - 16 GB GPU - GTX 1060 6 GB Graphics settings medium 50-60 fps Is this normal ?

Yes, this appears to be normal, since your CPU is under the minimum requirements for Battlefield 1.

Battlefield 1 is very CPU heavy, and will be at 100% most of the time.
