''A beginning'' Dog Tag Dove making a sound but not giving me the Dog Tag

I have spent along time on this as the first part of the multipart Easter Egg, The dove at the end on the windmill did come to me. The dove made the sound the first time didn't the second time and did the sound again the last time, but none of the time I got the Dog Tag.

I have done all steps and the Morse Code Station is red, Here's a list of things I have tried 

• Restarting the game
• Retrying the last step (Waiting on the windmill)
• Going to an official server

There are things that I have not tried though, Notably shooting the Dove. But I can't shoot it because now it is not appearing

I have also seen someone using an ''App'' for equipping the Dog Tag although I do not know what ''App'' he is talking about
