First thing that comes to my mind is Overlay programs coupled with Origin in Game.
Disable the overlay programs (i.e. FRAPs, RiviaTuner, etcetc) and/or disable Origin in Game.

1) Sorry I'm not familiar with the that icon (?).
2) OiG comes to mind with Overlays. It can do weird things but typically it exhibits itself as stutters and slow downs in my experience.
