    Hello @DuDeWshka

    Try to delete "appcache" folder in Steam folder in C:\Program Files\Steam  Then, completely close Steam client and login again.

This does looks like a common Steam download error message, and those steps, @IIPrest0nII suggested should fix this. Let us know how you are doing.
