No it's not another money making scheme, EA, Sony, and Microsoft are all seperate companies who make money off of selling product via their own digital store fronts - they do not share profits.  If Microsoft took your money for Premium and Sony did not get any of that money for the sale on Xbox Live Marketplace why should Sony have to provide a product or service that they were not compensated for?  This is further reinforced by the fact that both Microsoft and Sony offered free premium transfers from last gen to next gen on their own platforms (360-One, PS3-PS4) because they already had your money from your previous purchase.

As a multiplatform gamer (I am premium on all 3 BF3 platforms and 4\5 platforms on BF4) I can understand your frustration but the bottom line is that the DLC is never transferrable between platforms, it doesn't matter if it's on Steam, Origin, Playstation, or Xbox due to one company not receiving any compensation.
