Battledield 4 Commander mode "light" for PC

Hey,

I was just wondering if there is any way to have a battlefield 4 commander mode (only) for PC.

Why I am asking about this? I would like to play a BF4 commander mode on a older mashine.

I know I could possibly install a full game and then use just commander mode but downloading 30gb is a bit of a overkill to play only CM.

I saw the commander mode for iOS/Android whays around 700mb. Is there any chance to have that kind of release available for PC?

Second question is. I saw people marking certain players as "high prioryty target". I've tried that and I cannot figure out how can I do that

Can you explain please how it's done?
